Transfer the cooked turkey mixture to a large bowl and stir in the sliced green onions and chopped water chestnuts.
In a small bowl, mix together the hoisin sauce, soy sauce, rice vinegar, and roasted red chili paste until smooth.
Pour the sauce over the turkey mixture and toss everything until well coated.
Scoop approximately 1/4 cup of the turkey mixture into each lettuce leaf.
